ICAO - Passenger and Cargo Profiling Course


Introduction

To enhance the capacity of aviation personnel in identifying high-risk passengers and cargo through intelligence-led, risk-based profiling techniques while ensuring compliance with ICAO Annex 9, Annex 17, and global standards (e.g., WCO, IATA, TSA). 

Objectives

By the end of this course the participants will be able to:


1) Understand the Legal and Regulatory Frameworks.

• Interpret ICAO provisions related to passenger and cargo profiling

(Annex 9, Annex 17, Doc 8973, TRIP strategy).

• Understand international legal instruments (e.g., UNSCRs, international conventions, data protection laws).

• Recognize state responsibilities in balancing facilitation and security.


2) Comprehend the Fundamentals of Profiling.

• Define profiling and differentiate it from discrimination.

• Identify behavioral indicators, document anomalies, and risk factors.

• Understand human rights and ethical considerations in profiling practices.


3) Apply Passenger Risk Assessment Techniques.

• Analyze Advance Passenger Information (API) and Passenger Name Record (PNR) data.

• Use profiling to flag suspicious behavior and high-risk travel patterns.

• Utilize watchlists and intelligence sources effectively.


4) Apply Cargo and Mail Profiling Techniques.

• Understand cargo supply chain vulnerabilities.

• Identify risk indicators in cargo documentation, routing, and packaging.

• Apply WCO SAFE Framework and known consignor/regulated agent models.


5) Conduct Behavioral and Document Profiling.

• Detect forged or altered travel and cargo documents.

• Recognize suspicious behavior at checkpoints and during check in.

• Apply structured interviewing and questioning techniques.


6) Utilize Technology and Data Tools in Profiling.

• Use screening tools, data analytics, and automated targeting systems.

• Integrate profiling with biometric systems and AI-based tools.


7) Develop and Implement Risk-Based Profiling Programs.

• Create national or airport-level profiling policies and SOPs.

• Evaluate profiling effectiveness using KPIs and risk metrics.

• Collaborate across agencies for information sharing and risk targeting.


8) Handle Case Studies and Practical Simulations.

• Analyze real-world incidents where profiling succeeded or failed (e.g., Abdulmutallab 2009, cargo bomb plot 2010).

• Conduct scenario-based exercises and red teaming simulations.


9) Understand Insider Threat and Trafficking Risks.

• Profile insiders and corrupt supply chain actors.

• Identify human trafficking, drug smuggling, and contraband risk indicators.


10) Ensure Compliance with Privacy and Civil Liberties.

• Apply data protection principles to API/PNR usage.

• Balance proactive profiling with passenger rights and international standards.

Prerequisite

To ensure optimal learning outcomes and alignment with ICAO standards, participants should meet the following prerequisites:


1) Basic AVSEC Training:

o Completion of ICAO ASTP–123 Basic Aviation Security Training or national equivalent.

o Familiarity with Annex 9 and 17 and Doc 8973 principles.


2) Professional Role:

o Currently employed or designated for roles in aviation security, customs, law enforcement, airline operations, or airport security. 


3)  Work Experience:

o At least 5 to 10 years of operational experience in airport or cargo screening, passenger processing, or regulatory oversight.


4) Technical Proficiency:

o Ability to interpret security documentation, passenger manifests, and shipping records.

o Basic knowledge of profiling technologies such as API, PNR, biometric systems, and data analytics tools (recommended but not mandatory). 


5) Language Requirements:

o Proficiency in the language of instruction (typically English), particularly for reading regulatory documents and participating in scenario-based exercises. 


6) Security Clearance (if required):

o Participants should be eligible for access to sensitive or classified information where national regulations apply (e.g., red teaming scenarios or profiling simulations).


7) Recommended but not required:

o Prior participation in cargo/mail security, document verification, or behavior detection workshops.
