Introduction
Objectives
By the end of this course the trainees should be able to:
A. Core Oversight and Regulatory Compliance
1) Conduct DG Safety Oversight effectively across various operational areas.
2) Establish local regulations in line with ICAO Requirements.
3) Conduct DG Accident and Incident Investigation and deal with occurrences.
4) Deal with Special load of Cargo and other exceptions.
5) Apply enforcement and corrective action procedures in cases of non-compliance.
B. Competency-Based Training and Assessment (CBTA)
6) Understand the Competency-Based Training and Assessment (CBTA) approach and its effective implementation in Dangerous Goods training.
7) Explain the rationale and benefits of transitioning from prescriptive to competency-based dangerous goods training.
8) Define and differentiate the core CBTA concepts: Competency, Knowledge, Skills, and Attitudes (KSA), and Performance Criteria.
9) Describe the relationship between CBTA and the overall Safety Management System (SMS).
10) Conduct DG Training Program Assessment and evaluation regarding Service Providers (DG Training).
11) Determine whether a CBTA program meets the requirements for State approval.
12) Evaluate the operator's process for the continuous evaluation and improvement of their training program (the 'E' in ADDIE).
C. CBTA Program Evaluation and Inspection
13) Outline the phases of the Instructional Systems Design (ISD) model (e.g., ADDIE) as applied to CBTA development.
14) Analyze a training specification to identify the purpose, task list, and regulatory requirements for a specific function.
15) Evaluate an operator's Adapted Competency Model against the generic ICAO framework (Chapter 3 of Doc 10147).
16) Identify the critical tasks and sub-tasks for each of the seven generic dangerous goods functions (e.g., Classifying, Accepting, Transporting).
17) Utilize the Task/Knowledge Matrix Tool to verify that an operator's training covers the necessary knowledge for specific tasks.
18) Determine the appropriate depth of training required for personnel based on their assigned functions, not their job title.
19) Evaluate the validity and reliability of an operator's assessment tools (e.g., written tests, practical assessments).
20) Verify that assessments are focused on the integrated performance of competencies, not just knowledge recall.
21) Inspect the procedures for conducting assessments, including rater training, record-keeping, and failure actions.
22) Conduct a comprehensive inspection of an operator's or training provider's CBTA program documentation.
