Surveillance Risk Based Safety

Introduction

• Compliance based oversight is a good starting point for regulators/ CAAs to understand organizations/ service providers, however, with more demands being placed on Aviation Industry, Compliance based oversight may no longer be enough to fully understand the aviation system, threats and risks that exist. 

• Risk based oversight is a system which complements compliance based auditing to fully identify and understand risks, allowing for a better allocation of resources to directly influence and mitigate those conditions that threat aviation safety the most.

Objectives

At the end of the course, participants will demonstrate knowledge of the following through discussion and engagement;

• The principles of a regulatory Risk and Performance Based oversight system.
• How to measure an organization to determine Base Line Oversight levels.
• Identification of the key component of a Risk Based Oversight audit cycle.
• How to transition from the Compliance Based Audit Program to a Risk Based Audit Program.
• Developing, planning and conducting Risk Based Audits in accordance with Risk Based Audit Program.
• Defining the roles and responsibilities of internal auditor in Risk Based Audit and rules and responsibilities related to risk communication as well.
